Sewer System Improvement Project

Confluence Borough Municipal Authority was tasked to complete their Act 537 Sewage Facilities Plan and pursue an upgrade to their aging sewer system. CBMA was named defendant in a lawsuit by Pennfuture in 2014 and a Consent Decree outlining corrective measures and project deadlines was developed by Pennfuture, Department of Environmental Protection (DEP), CBMA, and CME Engineering. The Act 537 Sewage Facilities Plan was approved October 9, 2015. The Consent Decree was activated on December 16, 2016 and all project Milestones to date have been met, including but not limited to, DEP Water Quality Management (issued May 23, 2018); Pennvest Funding Application (submitted October 31, 2018); Pennvest Funding Offer (January 1, 2019); Construction Bid (June 21, 2019); Construction Award to Contractor (August 21, 2019); Pennvest Loan Settlement (September 24, 2019). The contractor is mobilizing equipment to the project site as of this writing to build a pressure sewer system throughout Confluence Borough that will replace the existing gravity sewer system. The project also includes miscellaneous upgrades to the existing Treatment Plant to include blower replacement; heating and electrical system upgrades; tank painting; and pump station replacement. The $10,000,000 project is scheduled to be completed late 2020.
